Scrapbook - placing a new picture where you want it - scroll to where you want to place the picture and Paste.  Your new picture will be pasted just before the one you scrolled to.  To keep them in "order" make the last page of your Scrapbook a dummy page (blank - or with a single character - etc).  Now paste your new pictures just in front of your "dummy" page.
